We already have what you're describing, most of the values in Bitcoin (and Bitcoin Core) are optimized for their monetary use - the actual non-monetary usage is just a side-effect of low general interest. Do you disagree with that? We could push for lowering certain values in consensus - and many of us wouldn't object to adding limits - you can champion such a change if you feel strongly about it. Most of us don't, since there isn't any urgency or threat associated with it, it's just stupid usage, so I'm not sure what the motivation would be - forks are insanely difficult, so why spend all that energy when we can't even articulate why we're doing them in the first place?! Why not restrict the number of txs per block to 3000, since obviously blocks with 7000 are full of spam? Or restrict the JPEG magic bytes from txids, just to block a few more invalid (and valid) uses? These regulations remind me of what Europe is doing currently, adding more and more meaningless constraints - I don't think Bitcoin should go in the same direction.
