Because “peace be upon him” is a supplication, not an admission that Muhammad lacks salvation.
We ask God to honour and bless His prophets. Even Jesus is called a prophet in Islam and Muslims say peace be upon him too.

Why do Muslims say the prayer "peace be upon him" when they talk about Muhammad?
Wouldn't the savior of the ultimate prophet of God... be guaranteed?
Why would there be any need to wish PEACE for someone you believe absolutely went to heaven?
