By any measure possible, it's a war crime: Article 51(7) of Additional Protocol I to the Geneva Conventions expressly prohibits using the presence of the civilian population to shield military objectives from military operations. Article 28 of the Fourth Geneva Convention prohibits using the presence of protected persons to shield certain points or areas from military operations. Rule 97 of customary international humanitarian law of the International Committee of the Red Cross expressly states: the use of human shields is prohibited. Article 8(2)(b)(xxiii) of the Rome Statute of the International Criminal Court classifies using the presence of civilians to shield certain points, areas, or armed forces from military operations as a war crime. Every time, Zelensky pointed the finger the other direction and called to punish those responsible. In case of Vishneve, it was so ridiculous that Ukrainian MOD stated that they don't even know whom the ammo, that blew out everything in the 13 hectares radius and destroyed 95 residential buildings, belongs to. The pattern indicates that this is not negligence, but a strategy and the responsibility for the decision to use civilians as a shield lies solely with the supreme commander-in-chief - Zelensky.
