Twenty years ago, 17 humanitarian workers were killed in Muttur, Sri Lanka. They were helping communities recover from conflict and a devastating tsunami.
Over the past three years, 1,000 humanitarians have been killed.
For Muttur, as for all humanitarians killed. Humanitarians must never be a target.
