It is a scandal that he ever served in this admin.
The target may be dual use as in providing energy to the enemy and to civilians. It isn’t the first thing we want to hit because we want minimal harm to civs. If the target does serve a significant war supporting purpose for the enemy, it can be a legitimate target. In this case, I’m talking about only those targets on which the IRGC relies.
