This is the actual argument they've been reduced to:
Phillip: They might have cast a ballot because they just weren't aware that they were incorrectly put on the voter rolls.
Jennings: They weren't aware that they weren't a citizen of the United States?
Phillip: Is this is this accurately described as fraud when none of these people tried to register to vote?

Silly me. If I as a citizen break a law that I didn't know about, nobody gives me this grace. I get arrested and go to prison.
