Private jets fly empty every day. Hundreds of them. The passenger lands. The plane needs to get home. Those seats are going to waste at full fuel burn regardless of whether anyone is sitting in them. We call them "dead legs". One of the most consistent inefficiencies in private aviation. The operator would love to sell those seats at a discount.
