WHY IS A HOMEOWNER REQUIRED TO MAKE THE ENTIRE WALL AROUND THEIR PRIVATE RESIDENCE GRAFFITI PROOF OR RECORD AN AFFIDAVIT AS A CONDITION TO A PERMIT APPROVAL?

Once again. 3D printing is a great tool for either extremely complex geometry that can’t be simplified or prototyping/rapid iteration.
It does NOT compete with manufacturing at scale. Not for drones, not for cars, not for homes.
Factories aren’t going anywhere.
