WHY IS A HOMEOWNER REQUIRED TO MAKE THE ENTIRE WALL AROUND THEIR PRIVATE RESIDENCE GRAFFITI PROOF OR RECORD AN AFFIDAVIT AS A CONDITION TO A PERMIT APPROVAL?
