HRIC Statement on the guilty verdict to Chow, Lee and Ho
Hong Kong’s Tiananmen Convictions Criminalize Memory and the Demand for Democracy
Human Rights in China (HRIC) condemns the conviction of Lee Cheuk-yan (李卓人) and Chow Hang-tung (鄒幸彤), former leaders of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, on charges of “inciting subversion” under Hong Kong’s National Security Law. We also condemn the prosecution of their co-defendant, veteran democracy advocate Albert Ho (何俊仁), who earlier pleaded guilty to the same charge.
For three decades, the Hong Kong Alliance organized the annual June Fourth candlelight vigil in Victoria Park, where tens of thousands of Hong Kong people peacefully gathered to mourn those killed in the 1989 Tiananmen crackdown, demand accountability, and keep alive the hope for a democratic China.

Remembering historical truth is not subversion. Calling for democracy and an end to one-party rule is not a crime.
The significance of today’s verdict extends far beyond these defendants. The prosecution has transformed the peaceful remembrance of one of the darkest chapters in modern Chinese history—and the democratic aspirations associated with that remembrance—into evidence of a crime against the state.
For decades, Victoria Park represented something unique in China: a place on Chinese soil where people could publicly mourn the victims of June Fourth and openly demand accountability. For the Tiananmen Mothers and other victims and families inside mainland China, who have endured decades of surveillance, intimidation, and enforced silence, the sea of candles in Hong Kong offered comfort and solidarity. It told them: you have not been forgotten.
The destruction of that space is one of the clearest measures of what has happened to Hong Kong.
But Beijing has failed in its larger objective. It has closed Victoria Park to commemorations of Tiananmen Massacre, dismantled the Hong Kong Alliance, imprisoned its leaders, and attempted to erase June 4th from Hong Kong’s public life. Yet the commemoration has not disappeared. It has become global.
Hong Kong people have carried the candles of Victoria Park with them around the world. This year, June Fourth Tiananmen Massacre was commemorated in dozens of cities internationally, while online remembrance and the circulation of historical records, photographs, videos, and eyewitness testimony continue to expand.
The Chinese government’s determination to suppress June Fourth commemoration reflects precisely why its memory remains so powerful. Tiananmen is not simply an argument about China’s past. It raises fundamental questions about China’s future: whether Chinese people have the right to know their own history, to hold their government accountable, to speak freely, and ultimately to choose how they are governed.
Those questions remain unanswered 37 years later.
HRIC calls for the convictions against Lee Cheuk-yan and Chow Hang-tung to be overturned, for Albert Ho not to be punished for his peaceful political advocacy, and for all three to be released from imprisonment arising from the peaceful exercise of their fundamental rights.
No court verdict can erase what happened in Beijing in 1989. No National Security Law can make mourning a moral wrong. And no government can permanently extinguish a historical memory carried by people across generations and now across the world.
The candles may have been driven from Victoria Park, but they have multiplied far beyond Hong Kong.

【香港六四案判决:将历史记忆与民主诉求入罪】中国人权谴责香港法院依据《香港国安法》,以“煽动颠覆国家政权罪”判处香港市民支援爱国民主运动联合会(支联会)前领导人李卓人和邹幸彤罪名成立。我们同时谴责对同案被告、资深民主人士何俊仁的检控;何俊仁此前已就同一罪名认罪。
三十多年来,支联会每年在维多利亚公园举办六四烛光晚会。数以万计的香港市民在那里和平集会,悼念1989年天安门镇压中的死难者,要求追究责任,并守护对一个民主中国的希望。
李卓人、邹幸彤、何俊仁以及他们的同道,做的是正确的事。
铭记历史,追求真相不是颠覆。要求民主、结束一党专政,不是犯罪。
今天这项判决的意义远远超出几名被告本身。检控当局正在把对中国现代史上最黑暗篇章之一的和平纪念,以及这一纪念所承载的民主诉求,变成所谓危害国家的犯罪证据。
几十年来,维多利亚公园在中国具有独一无二的意义:在中国的土地上,人们可以公开悼念六四死难者,并公开要求追究责任。对于天安门母亲以及中国大陆其他六四受难者和家属而言,在经历数十年的监控、恐吓和被迫噤声之后,香港维园的烛光之海给予了他们安慰与声援。那些烛光告诉他们:
你们没有被遗忘。
这个公共空间被摧毁,是香港这些年来发生巨变最清楚的标志之一。
然而,北京更大的目标并没有实现。它禁止维园六四纪念活动,解散支联会,将其领导人投入监狱,并试图从香港的公共生活中抹去六四。但是,六四纪念并没有消失。它走向了全世界。
香港人把维园的烛光带到了世界各地。今年,全球四十个城市举行了六四纪念活动。与此同时,网络上的纪念,以及有关六四的历史档案、照片、影像和亲历者证言的传播,都在继续扩大。
中国政府如此执意压制六四记忆,恰恰说明了为什么这段记忆依然拥有如此强大的力量。天安门不仅仅关乎中国的过去,更关乎中国的未来。它提出了一系列最根本的问题:中国人是否有权知道自己的历史?是否有权要求政府承担责任?是否有权自由表达?以及最终,中国人是否有权选择由谁、以什么方式来治理自己的国家?
37年过去了,这些问题依然没有答案。
中国人权呼吁撤销对李卓人和邹幸彤的定罪;何俊仁不应因和平的政治表达受到惩罚;三人都应从因和平行使基本权利而遭受的监禁中获释。
任何法院判决都无法抹去1989年北京发生的一切。任何《国安法》都无法让悼念死难者在道义上成为错误。任何政府也无法永久扑灭一段由一代又一代人传承、如今已经传播到世界各地的历史记忆。
维园的烛光或许被迫熄灭,但如今,它已经在香港之外的世界各地燃起。
