Disastrous details via AP. Berlin suspect tried to join ISIS, arrested by Lebanese, extradited back, "did not meet statutory requirements" to keep him locked up, instead ordered to 'outpatient' rehab w/the Violence Prevention Network. Guess it didn't work!
