In P2Poolv2, we always propagate stales, aka uncles. This helps with nodes being up to date with the DAG, so that if/when a fork happens, nodes already have the blocks for the other forks. We needed this to sync uncles etc, so the machinery was already there for stales too.
Great to see stales being acknowledged here too!
