非暴力路线基金的研究员仁增南江发布报告《西藏数字监控：以中国移动和中国电信的运作为例》通过公开的采购记录揭示：中国当局正联合国有电信企业和私营技术公司，在藏地构建一体化监控网络，将摄像头、人工智能、无人机和机器狗接入集中指挥平台。阿坝格尔登寺是监控持续扩张的典型案例。报告指出，国家安全被置于隐私保护之上，监控已深深嵌入藏地的基层治理。

Our Research Associate, @RinzinNamgyal11, has authored a new report titled Digital Surveillance in Tibet: A Case Study of China Mobile and China Telecom. With Research Support from @C4ADS
The report examines China Mobile and China Telecom’s role in digital surveillance across Tibetan Autonomous Region and Kirti Monastery in Ngawa (Ch:Aba). Drawing on procurement records, it maps CCTV, AI systems, UAVs, robotic dogs and data networks, revealing an increasingly integrated surveillance architecture.
