Originally, Bitcoin's two timelock fields weren't designed for how we use them today.
nLockTime and nSequence served a completely different purpose in 2009. That purpose was abandoned, the fields were left orphaned, then they were repurposed.
This story explains every quirk of Bitcoin's timelock system as it works today.
