#China# on Tuesday announced the launch of a global #AI# education service platform during the 2026 World Digital Education Conference in Hangzhou, east China's Zhejiang Province, aiming to promote cross-border sharing of high-quality educational resources and further integrate AI into education. The launch comes as part of a broader upgrade to the Smart Education of China, a digital education platform now accessible in around 220 countries and regions. The upgraded platform expands its international services with new features, including a lifelong learning hub and a Chinese language learning community. The conference, which runs from May 11 to 13, also saw the release of a report outlining China's policy progress and innovative practices in smart education. An initiative on AI education was also unveiled at the event, calling for better use of AI to support well-rounded and sustainable human development. It also urged stronger efforts to bridge the global digital divide by making better use of smart education platforms to share high-quality resources and digital tools.

SEC Staff: Token Buybacks and Continued Development of Functional Crypto Networks May Not Trigger Howey Test The SEC’s Division of Corporation Finance issued new FAQs clarifying its March 17 crypto guidance. Staff said Staking Receipt Tokens may qualify as “digital tools” or “digital commodities,” depending on their structure. For already functional crypto systems, continued maintenance, improvements, network development and non-security token buybacks generally do not constitute “essential managerial efforts” under the Howey test. However, buybacks promoted as generating returns before a system becomes functional may constitute such efforts. The FAQs represent staff views and have no legal force or effect.

Once a crypto network is functional, work to maintain, improve, or grow it no longer counts as "essential managerial efforts" under the Howey test. 2. Staking receipt tokens can be treated as digital commodities, not securities, depending on how they're structured. 3. A crypto asset itself can be a non-security, even if some transactions involving it are still investment contracts. 4. The SEC's framework now covers digital commodities, digital collectibles, digital tools, stablecoins, and digital securities.
