The fact is that the Assam government is not reducing the Kaziranga Eco-Sensitive Zone. It is, for the first time, formally notifying the 1-3 kilometer Eco-Sensitive Zone boundary, following Supreme Court orders. Default rules were applied simply because the limitations were not communicated in advance.
