The office of New York governor Kathy Hochul used WeChat to communicate with the Bank of China, a PRC state-owned banking giant, and apparently did not retain the messages as government records. The governor's office might also have used WeChat to communicate with the influential lobby group for Chinese state-owned enterprises in America.
