THREAD 🧵: How Nigeria’s oil import economy became an ecosystem and why domestic refining threatens it. 1. Nigeria’s fuel import problem did not start yesterday. By the mid 1990s, our refineries were already struggling badly. Maintenance was neglected. Capacity utilisation fell. Equipment deteriorated. And something important happened: Importation became increasingly necessary. 2. This is where the “oil cabal” conversation needs nuance. I’m not saying every person involved in fuel importation was corrupt. I’m saying a system can create powerful beneficiaries without requiring everyone inside it to be corrupt. 3. Think about the incentive. If Nigeria refines its crude domestically, the country controls more of the value chain. If Nigeria imports refined petroleum, an entire chain of businesses and financial transactions appears: Import licences. Foreign exchange. Shipping. Insurance. Storage. Financing. Distribution. Subsidies. 4. The more dependent Nigeria became on imported fuel, the more economically important that chain became. And once an ecosystem becomes profitable, fixing the underlying problem can create losers. That is the uncomfortable part of the story. 5. Nigeria had crude oil. Nigeria had refineries. Nigeria had a huge domestic market. Yet we gradually became one of the world's most famous examples of an oil-producing country importing the fuel it consumed. That is not normal economic development. 6. The refinery deterioration of the 1990s therefore matters. It wasn't just about old machines. It was about what happens when a strategic national asset is allowed to deteriorate for years while an alternative business model importation keeps expanding. 7. Then came the subsidy era. The government spent enormous sums keeping petrol affordable while Nigeria remained dependent on imported refined products. The irony was extraordinary: Nigeria was subsidising consumption of fuel largely produced outside Nigeria from crude Nigeria produced. 8. This is why Dangote Refinery is bigger than a refinery. If domestic refining becomes reliable and competitive, the economics of the old import-dependent model change. Some middlemen become less important. Some foreign exchange demand disappears. Some import related businesses lose relevance. 9. That explains why the debate around domestic refining can become so heated. It isn't simply about petrol. It is about who controls the value chain. Who buys the crude? Who refines it? Who imports? Who finances the cargo? Who distributes? And ultimately: Who captures the margin? 10. Nigeria's biggest mistake may not have been discovering oil. It may have been building an economy around exporting the raw material while allowing the industrial capacity needed to process it at home to decay. 11. A country of more than 200 million people cannot sustainably build its economic future around: Dig it up → ship it out → buy the finished product back. That is an extraction economy, not an industrial economy. 12. The real goal should therefore be bigger than simply stopping petrol imports. Nigeria should build an entire petroleum industrial ecosystem: Refining. Petrochemicals. Fertiliser. Plastics. Industrial chemicals. Logistics. Engineering. Manufacturing. Jobs. 13. The question Nigerians should ask is not merely: Who is the oil cabal? Ask something deeper: What economic system made it profitable for Nigeria to remain dependent on imported fuel for so long? That question takes us much closer to the real problem. 14. Nigeria doesn't need another generation of arguments over who gets to import petrol. It needs an economy where importing what we can efficiently produce becomes the exception not the business model. The future of Nigeria's oil industry should be about value creation, not permanent dependence. 🇳🇬
