„Ab Mitte August werden ausgewählte Teams der Gigafactory Berlin-Brandenburg Teil des globalen Trainings für Optimus sein. […] Das bedeutet, ausgewählte Mitarbeiter werden spezielle Rucksäcke und Helme mit Kameras während ihrer Arbeit tragen, um ihre Bewegungsabläufe als Grundlage für Optimus aufzunehmen."

Just because any given Transport Agency in Europe says they don't want to approve FSD, does not mean the country they represent will vote NO in the TCMV meeting for an EU-Wide FSD approval.
The Agency does not control the vote. The government of the country they represent decides what to vote in the TCMV.
The EU-Wide approval will effectively overrule their decision not to approve it nationally.
With that said. In basically all EU countries except Sweden and Finland, a minister can overtake a matter, such as a national FSD approval, if it's really motivated to do so.
I suspect that we would've had FSD in Sweden by now if that was something that would be possible here.

This is just an agency. This does not mean France will vote no.
It might mean that the agency recommends to vote no. But the decision on how to vote is up to the French government.
These regulators are as pissed off just like the Swedish Transport Agency. Because a YES vote in the TCMV overrules the agency's decision to not approve it nationally.

FSD in Sweden 🇸🇪
Andreas Carlson, Swedish Minister of Infrastructure lost his seat in the Swedish Parliament after the election.
He has shown support for approving Tesla FSD in a EU-Wide approval vote.
However, he will remain as the Minister of Infrastructure until a new government is appointed. This might stretch into January. That should give him enough time to do a couple of more good deeds until he leaves his position.
Another party that has shown support for FSD is the Center Party. They will most likely be part of the new government and get minister posts. And if we are lucky that is the Minister of Infrastructure.
