I expect that anyone building serious applications will have to handle the "user goes into a cave for two years and comes back" corner case anyway, so you might as well build for it.
Though with the temp storage idea, the responsibility to actually implement that mechanism falls purely into the hands of the application developer, it's not hardcoded in protocol.
