The CLARITY Act didn't advance in the Senate today, which was a disappointment. While it's possible bi-partisan conversations continue and it lives to fight another day, we can't wait on Congress anymore. The SEC and CFTC have the tools they need to create clear rules under existing authority, and I expect will begin working on this in earnest. So clarity is coming to crypto regardless. And of course GENIUS is already the law of the land for stablecoins, which is even more permissive on rewards. There were some concessions we made on CLARITY that were tough to swallow, so perhaps it's for the best. Crypto can't be uninvented. With clarity emerging through the regulators, we'll continue updating the financial system.

Tomorrow, the Senate will consider the CLARITY Act. A year ago, a group of Democratic senators put out their own framework for what serious market structure legislation needed to accomplish. They identified seven pillars: closing the regulatory gap, clarifying the status of digital assets, bringing issuers and platforms into the regulatory framework, combating illicit finance, preventing corruption and abuse, and ensuring fair and effective regulation. Every one of those seven pillars is addressed in the legislation before the Senate tomorrow. And that’s only part of the story. The final text incorporates 126 additional substantive changes requested by Democrats. It includes a historic ethics framework, stronger enforcement — including a role for state attorneys general — new protections around conflicts and insider abuse, stronger consumer and customer-property protections, tougher illicit-finance rules, and greater accountability for the regulators charged with overseeing these markets. None of that happened by accident. It is the product of more than a year of members raising hard questions, negotiating difficult issues and materially reshaping the legislation. Congress rarely gets the opportunity to write the rules for an entirely new financial market from the ground up. This is one of those moments. The bill before the Senate tomorrow is fundamentally different from where this process began. Democratic negotiators played a major role in getting it here. They should vote for it tomorrow. Let’s pass CLARITY.

Every markup, hearing, vote, meeting, phone call, roundtable, trip to DC, and drafting session over the last 5 years (or 10 for those of who have been on the ground since 2016) has led to this moment. With all due respect @ChrisVanHollen you haven’t attended a single meeting to discuss any of this over the last 18 months. Had you bothered to be engaged in actual legislation, as opposed to social media videos, you’d know this bill has the strictest ethics provisions in the history of the US Congress and the first ever legislation to affect the President and Vice President. Without passing the Clarity Act, there are ZERO restrictions to ANY elected official! As for the “lots of other problems” you basically repeat tired and meaningless statements about illicit finance. Anyone who has watched Latin America destroyed by drug cartels and illegal migration will tell you that cash is the main instrument for illegal activity. Again, had you bothered to come to a single meeting, or just ask any of us a question, you’d find out that the Clarity Act actually improves law enforcement’s ability to crack down on illicit activity. It’s why national law enforcement groups support this bill! Finally, the vote on Tuesday just means we move forward to consider the bill. If you have concerns, which is news to those of us working on the bill, let’s get on the bill and then you can offer any amendments you’d like. I know I’m new and you’ve been there for almost a decade, but this is how the Senate should work. I look forward to you engaging in a constructive way to provide first ever regulation to an industry you claim to need said regulation. Vote yes on Tuesday, 9/15 at 2:15 pm est! 🇺🇸

Beware the propaganda
Foreign accounts can drive the conversation on American AI policy. We have the data. Coxon's resignation post from Anthropic received 165M views and sparked a "groundswell of urgency over AI regulation in Congress" (per today's front page WSJ) Coxon's post reveals some interesting hidden patterns about who is amplifying our political debates online. It drew 76% of its reposts (spreading the news) from foreign countries. The top two were India and Indonesia. In contrast, when @ParkerThayer, an investigative researcher, posted his own analysis (expressing serious skepticism about the circumstances of the post and alleging that its amplification was coordinated), he got 6.6M views and drew most of its engagement from the U.S., with only 34% from foreign countries, led by Canada and the UK. Sure, people overseas have a stake in what the U.S. chooses to do on AI. But ultimately it is us Americans who will decide our own public policy. Don't be fooled by what's trending. A big thank you to @ElonMusk and X for making country of origin visible, which makes analyses like this even possible. Last year's “Great Unmasking" on X was the first time anyone shined a spotlight onto this subject. I kinda remember one CEO and industry that asked. I definitely remember one company that not only asked to get regulated but after getting jerked around sued— and won.
I've served in two White Houses and in Congressional leadership, and I can tell you when the last time a CEO or an industry at large asked to be regulated: never. That's what makes Dario's letter so striking — it's an admission that we're driving down a dark, winding road on wet pavement with the headlights off. And where's President Trump? Looks like he nodded off again. It’s time to turn the lights on, put both hands on the wheel, and regain control before it’s too late.
