Russia is a complete distraction to the fact that Ukraine is a giant money laundering operation, and the war has provided windfalls for the military industrial complex in both the US, Europe and Ukraine.
Those profiting from the ongoing war don't want their spring to dry up, which is what would happen if Russia takes full control of the Donbass region. Not to mention the fact that many rare earth element resources exist in that area. Petrovsk, now under Russian control, was after all the only source of coking coal, used in arms manufacture, for Europe.
