The bill would:
โข Limits college athletes to one penalty-free transfer and 5 years of eligibility
โข Establishes national NIL rules instead of separate state systems
โข Cap agent fees at 5%
โข Give the NCAA and conferences greater authority to enforce national rules
โข Guarantees scholarships for 10 years after an athleteโs eligibility ends
โข Senate voted overwhelmingly on a bipartisan 77-22 procedural vote
โข A final Senate vote is expected next week, after which it would need to pass the House
โข President Trump has said he will sign it if it reaches his desk
